Competitions in tactical shooting really unite supporters of shooting, amateurs and professionals, distribute and promote combat experience, modern approaches to fire training, introduce practical experience with modern pneumatic weapons in terms of their use and maintenance.
This is all the more important in modern conditions, when the use of pneumatic analogues of firearms removes most of the legal restrictions on access to weapons and regulatory requirements for the equipment of training areas (shooting ranges).
Approved by the decision of the methodological council
Minutes No. 12 dated March 11, 2008
POSITION
about the competition in tactical shooting from pneumatic analogs of military weapons
Targets and goals
The main goal of the competition is to unite supporters of tactical shooting, amateurs and professionals to generalize and disseminate combat experience, modern fire training techniques, experience with pneumatic weapons, their maintenance and repair and use in tactical training.
General Provisions
The use of pneumatic analogues removes most of the legal restrictions on access to weapons and regulatory requirements for the equipment of places of employment (shooting ranges). The low energy of the projectile of pneumatic weapons makes it possible to conduct training even in a city apartment (thereby ensuring the ability to systematically maintain shooting skills acquired during training in planned training sessions), makes it easy to form a rich and dynamic target environment for tactical training at minimal cost. These advantages make it possible to fully implement the principle of combat modeling in the organization of training, to create in the classroom a tactical situation as close as possible to the conditions of combat operations for which the participants are preparing. Competitions are held according to the principles and rules that make it possible to bring the conditions for performing the exercises as close as possible to the conditions of the battle. The advantages of pneumatics described above make it possible to form exercises that are significantly superior in complexity and richness of the situation to exercises of all other types of fire training, to create tactical tasks that almost completely imitate the real conditions of performing combat missions solved by trainees in the course of service and combat activities. The development of exercises was carried out according to the standards laid down in the "Manual on fire training in the internal affairs bodies" (order of the Ministry of Internal Affairs of Russia dated September 11, 2000 No. 955 with amendments and additions introduced by the order of the Ministry of Internal Affairs of Russia dated May 20, 2003 No. 340). The use of pneumatic analogs of combat models with low shot energy also allows, with minimal costs and the most safe way, to implement the recommendations of the training manual of the All-Russian Institute for Advanced Training of the Ministry of Internal Affairs of Russia "Use of weapons in close combat", especially regarding the most difficult types of shooting - shooting at movement and high-speed shooting. For training, pneumatic analogs of military weapons are used, in terms of overall, weight and ergonomic characteristics, close to the prototype, shooting metal balls with a muzzle energy of up to 7 J: MR-654K (analogue of PM), "Junker-3" (analogue of AK-74).
- Exercise building rules
The approaches to the definition of the content, as well as the responsibility of the developers and the necessary restrictions to ensure the safety and effectiveness of exercises during competitions, are determined by the following basic rules for constructing exercises:
1.1. Safety of the exercises - the main judge, the judges of the competition are personally responsible for ensuring that the conditions of the exercises, their content and rules for their implementation ensure the safe conduct of the competition. Participants are responsible for the strict observance of the established rules.
1.2. Tactical saturation of exercises - the content of the exercises is determined based on the characteristics of the service and combat activities of the trainees. At all stages of the competition, exercises should simulate fragments and whole situations of combat work.
1.3. Dynamics of exercises - the construction of exercises should exclude shooting from static positions. The conditions for performing exercises include the procedure for penalizing shooters in a static position for more than 2 seconds.
- Exercise order
2.1 General rules.
The shooter is always responsible for fulfilling the conditions of the course of fire, but only after a briefing has been given to him that clearly sets out the requirements for the shooter. The order of performing each specific exercise is given in its description. Before the start of each stage of the competition, the judge brings to the participants the content of the exercise being performed and the order of its implementation. For each participant, the specific location of the targets is formed after the participant has taken the starting position and is not known to him before the start of the exercise. The total time for the exercise is recorded from the judge's command at the “Forward” line and until the participant's report “Finished shooting” in the finish square. The signal for shutdown is the weapon raised up, set to the safety. If the shooting is finished before the finish square is taken, the stopwatch is turned off after the participant crosses its border. If the weapon is not set to safety, the participant is penalized by one point.
2.2 Description of the exercises.
- Exercises are brought to the trainees in advance and immediately before their implementation in the form of written descriptions, which should contain the following minimum information:
- Purpose (types and number of targets); Firing line (removal of targets maximum and minimum);
- Amount of cartridges (minimum and maximum number of shots);
- Shooting position (initial position of the weapon, starting position, starting signal: audible or visual); Exercise evaluation procedure;
- The order of the exercise.
When conducting competitions, to ensure the factor of surprise in the course of solving an exercise, general descriptions of exercises are used, which do not allow drawing up a plan for hitting targets before starting the exercise.
- Safety regulations
The organizers are responsible for the safety of the shooters during the training and the organization of the competition. They are obliged to establish and inform all participants of the safety rules and monitor their strict implementation by all participants in classes or competitions, to carry out the necessary organizational and technical measures.
Participants who have committed a violation of safety rules are removed from the exercise with a zero result. In case of repeated violation of safety rules by the decision of the chief judge of the competition, the participant may be removed from the competition.
For idle training, maintenance of weapons by the organizers, a separate training place should be allocated during training sessions and a special safety zone during competitions with clearly marked boundaries.
Shooters are allowed to use the Safety Zones to perform the above actions only within the designated boundaries. The weapon must be pointed in a safe direction. Violations may result in disqualification.
- The procedure for evaluating the results of the exercises
In all exercises, targets in the form of a human figure are used (Fig. 1) with three zones of destruction highlighted:
- Zone A is the zone of fatal destruction. For getting into zone A, 5 points are awarded.
- Zone B - zone of stopping defeat. For getting into zone B, 4 points are awarded.
- Zone C - zone of minor injury. For getting into zone B, 2 points are awarded.
Comparison of the results of the participants during the competition is determined by the rating indicator:
R=Σ/t
Σ is the amount of points gained during the exercise; t - exercise time, sec.
According to the rating indicator, each participant is assigned a place in the performed exercise. With the same rating value, preference is given to the participant whose exercise time is shorter.
Places in the overall standings of the competition are determined by the sum of the places occupied by the participants in the performance of each exercise. If a participant did not perform the exercise or was removed from it for violation of the conditions of performance or safety measures, he is assigned the last place for this exercise, equal to the number of participants. If there are several participants who did not perform one exercise, all of them for this exercise are assigned the last place equal to the number of participants.
- Shooter equipment
To conduct classes and competitions, pneumatic weapons are used in terms of mass and size characteristics similar to combat ones and having power supply devices that provide firing in series of several shots (the Izhevsk plant's weapon - MP-654K - analogue of PM, "Junker-3" - analogue of AK-74M). Pneumatic weapons are provided to participants by the organizers of the competition.
The compliance of pneumatic weapons with combat prototypes implies the use in training and competitions of all types of holsters and equipment used for military weapons. The type of holster is not limited, it must meet one requirement - to securely fix the weapon, excluding its loss during energetic and complex movements during exercise. The analogue of the automatic machine is equipped with a standard automatic belt. It is allowed to use your own belts and rifle shoulder straps.
- Organization of competitions
The general organization of the competition is carried out by the organizing committee. The competition is held by a panel of judges, consisting of the chief judge, line judges and a timekeeper. If any disagreement arises when assessing the results of an exercise, they are resolved by the chief judge on an oral statement. If the participant is not satisfied with the decision of the head judge, he has the right to submit a written protest to the chairman of the organizing committee. The protest is considered by the organizing committee, its decision is final, not subject to appeal.
Each organization that receives an invitation to participate in the competition has the right to send up to five participants. Preliminary applications must be submitted to the organizing committee no later than 5 days before the appointed date of the competition by fax 267 22 71 or by e-mail to e-mail:
